RTMNU Nagpur University News- Nagpur University vice-chancellor issues gag orders to officials

NAGPUR: Following a series of paper leaks which exposed lacunae in the Nagpur University's exam system, vice-chancellor Vilas Sapkal has issued gag orders on all employees against speaking to the media, sources said. Even the Controller of Examinations (CoE) Siddharth Kane, who was open to media till the leak, was reportedly barred from making any comments to journalists. Kane evaded the queries from mediapersons, directing them to the newly-appointed PRO Prashant Mohite.

However, the PRO office, notorious for evading media queries, was, as usual, locked. The media persons had handed over a list of questions related to the Mohite on Thursday regarding the leak. But he refused to provide answers on the same day stating that it was too late. But even on Friday, the answers were not received. When contacted, Mohite said he was out of station on "personal work" while the person he had deputed had gone home. He was not even ready to accept queries on e-mail stating that he didn't have internet access.In fact, PRO's post remained in limelight for all wrong reasons due to intense criticism from media as well as top officials apart from VC. Even when deputy registrar Sanjay Bahekar was there, the office had the stock reply of "no comments" on any issue. Bahekar faced the wrath from Sapkal and other authorities for his apparent failure to avoid negative reports emerging in media.

TOI, through a series of reports, had highlighted that the NU didn't have an office where students can get information or their grievances were addressed. The NU website too was devoid of any information.

Only Nagpur University is among the old universities in Maharashtra not having a full-time PRO. Mumbai, Pune and even Amravati university have full time class-I officers with supporting staff.

R.T.M nagpur University News- Nagpur University's examination section works under huge burden

NAGPUR: The Nagpur University's examination section, already facing the heat over a series of paper leaks first exposed by TOI, is showing signs of crumbling under the huge pressure from mushrooming colleges and staff shortage. A couple of years ago, the department was the pride for the university and had got accolades from all quarters for declaring results in quick time.

A glance at the numbers reveals the pressure they are under. Over 800 colleges having over 4 lakh students and ten faculties come under their purview. 32 new colleges would be added from the new academic year starting in July and it will only add their woes.

According to NU sources, it conducts over 1,000 exams and sets up nearly 8,000 question papers and also does their valuation every year. Its officials also look after declaration and distribution of results, issuing photocopies and their revaluation, making seating arrangements for examinations, and sending registered mails to students and colleges among others.

To do all this work, the university has less than 200 employees, of whom 80 are clerks, to run the show. Not a single employee has been recruited in the section since the last five years even though the number of colleges has grown. Till 2002, NU was having only 250 affiliated colleges, in 2007-08 it was 600, in 2009-10 they grew to 775 and in 2011-12 it crossed 800 mark - the highest among all universities.

Sources revealed that it had become even more difficult for them to conduct exams of professional courses like engineering, MBA and law. Due to semester pattern, these are conducted twice a year and so are other formalities like results, evaluation and revaluation. However, exam section officials were never consulted while granting new colleges or starting courses. They don't even have a place on the important bodies like management and academic councils. If they protested, they were accused of being "inefficient".

The signs of crumbling were evident from the fact that series of paper leaks were happening and revaluation results were being delayed. Sources said shortage of approved teachers for evaluation was also hampering their work and ongoing strike by the teachers for their sixth pay commission arrears was making matters worse.

Though Controller of Examinations (CoE) Siddharth Kane could not be contacted as he had instructed the media to talk to PRO office, a senior official on the condition of anonymity admitted that their section was indeed heavily burdened. Registrar Mahesh Yenkie had recently informed that NU had sent a proposal to the state government for filling up of 391 posts.

Exam Section without automation

Another disturbing fact that came out to light was that the entire exam section was still working manually. In this year's budget, NU had sanctioned Rs 5.80 crore for modernization/computerization of this section, but no progress has been made.

As their counterparts elsewhere in the country came out of classrooms, discussing the All India Engineering Entrance Examination- 2012 (AIEEE) paper that was “easier than last year's”, on Sunday, hundreds of class XII students across the city tracked responses online and from their friends over the phone, hoping the exam would be as easy when they take the online version of it a few days from now.

Nearly 1,100 B. Arch aspirants, however, took the offline AIEEE test in the city, held in two centres. The test determines admission to nearly 23,676 seats for B. E./B. Tech and 855 seats for B. Arch/ B. Planning in various institutions, such as the National Institutes of Technology, Deemed Universities, Technical Institutions and other government-funded institutions. Over 13 lakh students have applied for the test this year, compared to 11.7 lakh in 2011.

This year, the online exam will be held in Chennai between May 7 and 26. Tata Consultancy Services is the Central Board of Secondary Examination's (CBSE) IT partner for the online project. Many candidates are now familiar with the format thanks to the various mock online tests made available by private organisations, but students and coaching institutes have been on their toes for the past few months. The CBSE has uploaded mock online tests for students to understand the pattern as have many coaching institutes. “Students can practise at our free online testing facility from home or even come here and take them,” said R. Rajan, student mentor, FIITJEE, Chennai.

Many online test providers have also cropped up over the past few days. “They charge close to Rs. 2,000 for three tests but they give you feedback on how to reduce negative marking and manage time better,” said Karthik Krishnan, a student here.

Doubts such as we will be allowed to changing an answer or not get clarified because the screen will show the attempted, not attempted and marked for review differently, he explains. “I just hope we will get more rough sheets during the test. Students who took the paper last year said they were given just one. That might not be enough,” he added.

The location of the exam centres also worries some. “We have to reach the centre by 8.30 a.m. It is almost 20 km from my place,” said Pradhuth Vijay, a student, whose centre is near Thiruverkadu.

Last year, less than one per cent of students opted for the online exam. But with the AIEEE paper leak in 2011, most teachers and schools feel the online examination process will improve transparency. Students will be able to access their answer sheets after results are out and CBSE has said it will make answer sheets available. It has also clarified that the online and offline versions of the test will have the same difficulty level.

Many in the city, however, took the test in Puducherry and Madurai on Sunday. “It is a question of speed. I work faster on paper and I want to maximise my score. And I wanted the test to get over soon so that I could concentrate on BITSAT,” said Ravindran. J, a student who took the exam in Puducherry.

HYDERABAD: The last All India Engineering Entrance Examination (AIEEE) was marred by lack of amenities at the centres located in Guntur, Warangal and Tirupati. While some of the centres had no power supply during the examination, others did not have enough space to accommodate all students. The B Tech paper also had some mistakes. From next year on AIEEE along with IIT-Joint Entrance Examination will be replaced by Indian Science Engineering Eligibility Test (ISEET).

This was the first time that the Central Board of Secondary Education (CBSE) conducted the examination in small cities instead of major ones. The intention was to draw students from Tier-1 cities to take the newly introduced online examinations which will be conducted on weekends starting May 7 and ending with May 24. However, analysts said that most students who registered for the examination would have opted for AIEEE's pen and paper test.

A total of 35,320 students appeared for examination from Warangal while 30,700 appeared from Guntur. According to parents, most students based in Hyderabad had taken the examination from Warangal centres which lacked basic amenities. Students from Vizag and Vijayawada would have opted for centres in Guntur. The number of students who wrote the examination from centres in Tirupati stood at 14,500, a figure lesser than districts. "Most students from Tirupati opted for centres in Tamil Nadu as they had better facilities," an education official said. "The students who stuck to centres in the state, however, faced major issues with regard to basic amenities. Also, students who went to the districts before the examination had to face problems in finding accommodation," said V Kumar, dean, Chaitanya Group of Institutions.

Meanwhile, officials accepted that there were errors in the B Tech section of the examination. In chemistry section, Code C, question number 11 and 24, had more than one answers. In mathematics, code C, question number 36 was ambiguous with no answers. Also, in math question number 51 the given data was not sufficient to get an answer. B Arch question paper was comparatively easy with math section throwing up little surprises.

AIEEE, the offline version of which was conducted here on Sunday, proved to be a simple paper when compared to the previous year. "Students had to answer a total of 90 questions having 360 marks. The pattern was similar to last year. While math and chemistry papers were easy, physics paper had some lengthy questions," said Uma Shanker, AIEEE and IIT-JEE coordinator, Chaitanya Group.

  1. In Part I registration, candidate will have to fill basic information. On submission of details, candidate will be prompted to check the details and make correction, if any, in the application.
  2. Candidate may press “I agree” button after declaration once he/she finds that information supplied by him/her is in order and no correction is required. Thereafter no correction/modification shall be allowed.
  3. When “I agree” button is pressed, a page with Registration No. will be generated. Please note down registration number or take a print out of the page. The application is incomplete without part II registration. Part II registration contains filing procedure of payment details, uploading of photograph, and scanned signature.
  4. Candidates who can pay application fee online though SBI net banking or cash through SBI bank challan.
  5. To pay fee in cash, candidate should take printout of challan generated online after completion of part I registration. Deposit the requisite fee in any branch of State Bank of India and then continue with Part II registration.
  6. Those who want to pay online through net banking can go directly to part II registration after completion of part I. Candidate will have to supply registration number and date of birth to continue to Part II registration.
  7. Those who are exempted from payment of fee can skip steps 4 to 6.
  8. Then upload a recently taken scanned photograph in JPG format. The digital size of each file must be less that 12 kb and resolution 100 pixel widths by 120 pixels height.
  9. Then upload your scanned signature in JPG format. The digital size of each file must be less that 12 kb and resolution 140 pixel widths by 60 pixels height.
  10. An email will be sent to your email id informing you that the application has been successfully registered. Registration No, email confirming registration and proof of payment of application fee should be retained by you.
  11. Regional offices of the commission have been advised to place details of application numbers, Roll numbers and ticket number of candidates at least one week before the date of the examination. They will also provide the facility of downloading of Admission Certificate (Hall Ticket) from their website. If you do not receive the Admission Certificate within a month of the Examination and are unable to download the Admission Certificate from the Regional website concerned, you must contact the Regional office concerned.   
  12. Request for change/correction in any particulars in the Application Form shall not be entertained under any circumstances. The Staff Selection Commission will not be responsible for any consequences arising out of furnishing of incorrect and incomplete details in the application or omission to provide the required details in the application form.
